Why a Colorado River water rights settlement could also create a new tribal reservation

A landmark water rights deal between the Navajo Nation, Hopi tribe and San Juan Southern Paiute is before Congress now. The agreement wouldn’t just provide access to the Colorado River. It would also set aside a reservation for the San Juan Southern Paiute, the largest federally recognized tribe in Arizona without a reservation.
